At their July 30 meeting, commissioners held seven public hearings regarding property changes and developments in Pike County, with only two requests drawing comments from those in opposition.
Peach State Aerodrome owner Keven Sasser requested rezoning of a 1.78 acre property to add it to the airport for additional hangar space. The property is located on Jonathan’s Roost Road adjacent to the airport.
Sasser also requested rezoning from A-R (Agricultural-Residential) to R-1 (Single-Family Residential) for a 13.37 acre property on Jonathan’s Roost Road to develop a four-lot minor subdivision.
Commissioners held public hearings for each request and heard in detail from the Sassers about the master plan for the airport as well as from several citizens who live on Jonathan’s Roost Road who were in opposition to the new homes.
“We decided four estate lots would have been easier on everyone in the area. We could have asked for 25-30 hangars. We have given up a lot of opportunities to build to keep the green space and the vibe of the airport,” said Keven Sasser. “Some of what was posted on social media got misinterpreted but we are asking for four building lots with a 2,500 square foot home and 2,500 square foot hangar. They will be very nice and something to be proud of.”
Several citizens who live on Jonathan’s Roost Road spoke in opposition. Eric Brown said his parents bought their property on the road when it was still a dirt road and he doesn’t like having to listen to an ACDC tribute band at 11 p.m. at night due to the airport. He asked commissioners to deny the four additional buildings. Sheila Brannon said she worked really hard to have the land that they do in the area and she would like to be able to feel like her son is safe to ride his bike down the road to go fishing.
Jody Sharpe said it makes perfect sense to place the planned development on the restaurant side of the airport property but not on the residential side. Lynn Mangham said she has enjoyed the events the airport has but at some point, it is too much growth and the rural area is changing too much.
Commissioners approved the request to add 1.78 acres to the airpark for additional hangar space with the conditions that the tract be combined with Parcel 050 022 before any development or building permits can be issued on the property and that county water shall be required for any new structure on the property.
Commissioners also approved the rezoning of 13.37 acres from A-R to R-1 with the conditions that all new homes shall be all brick or a combination of two or more materials on all sides (brick, stone, stucco or cement fiber board), that county water is required and that the property must have shared driveways with two driveways for the four lots.
The county also:
- Held a public hearing and approved a rezoning request from Dee McLeRoy to change zoning from C-2 (General Commercial) to C-3 (Heavy Commercial) for property at 10065 Highway 19 and McKinley Road to expand the self-storage facility and add an ‘incubator business building’ with parking. It was noted the building would provide a location for small businesses to have office space with storage. The request was approved with three conditions, that both parcels meet requirements of the Highway 19 overlay district and be approved by the planning and zoning board, that McKinley Road be paved for the entire frontage of the parcel along McKinley Road at the expense of the applicant/developer and that a traffic study be done at the expense of the applicant unless the GDOT conducts the traffic study first. No one spoke in opposition.
• Held a public hearing and approved a request for modification of a zoning condition placed on a special exception granted April 26, 2016 for an event center at 15046 Highway 19 north in the Second District of Pike County. The 9.38 acre property was built as an event center (Mill Creek Events LLC) and the condition removed would have prevented the transfer of the special exception to allow for events to be held at the facility. No one spoke in opposition.
• Held a public hearing and approved a special use permit request by Tiffany Raborn for a general home occupation at 503 Gibson Road in Molena for an in-home daycare with six or fewer children. Commissioners approved with two conditions, that a Pike County business license be obtained and a state license for the in-home facility be provided to the county. Commissioners also commended Raborn for obtaining the special exception use for her daycare. No one spoke in opposition
• Held a public hearing and approved a special use permit for a stone business with outdoor storage by D&K Properties owner Kenneth Waller whose business is at the northwest corner of Highway 19 and Carver Road in the Second District. It was noted that prior to any development permits, the property must go through the Highway 19 overlay review before the planning and zoning board and all requirements must be met. No one spoke in opposition.
• Held a public hearing and approved a request from Derek Mills to rezone from A-R to RR for property at 1042 Old Zebulon Road in order to create a new 3-acre lot for his child. No one spoke in opposition.
